I remember reading that you are supposed to test circuits before carrying out work on them (extending them etc)... (?) is this in regs or anything or just guidance or am i off the plot ?
if you don't test before you start work you can put yourself in the difficult position of having a known unsafe (from the tests you do after installing) circuit that you have worked on and the customer doesn't wan't to pay to fix.

My previous post refers: - Sorry, I misread your question.
It is preferable to test for insulation values and Zs at least, on the circuit that you are proposing to work on. You then have a record of before and after your work.
If there is a problem with the results, and you have no record of the before, how can you say it was your work that caused any subsequent problem?
