testing procedure

All the tests as prescribed by BS7671 need to be done, as does the initial verification of the installation prior to testing.
Continuity of protective conductors
Continuity of ring final circuit conductors
Insulation Resistance
Polarity dead
Polarity live
Earth electrode if applicable
Earth fault loop impedance
PFC
Functional testing inc RCDs

Periodic inspection and testing is done throughout the lifetime of the installation at intervals recommended by the person carrying out the inspection, the extent of the inspection depending on what is agreed with the owner and recorded on the PIR certificate.

I would recommend you purchase a copy of Guidance Notes 3.
It will give a good insight into the various tests needed to complete Electrical Installation Certificates and Periodic Inspection Reports.

ok well i have been learning off a sparky inspection and testing using the NIEC test sheets , he ommited the installation resistance test on a periotic?

ok if i was to add a spur off a ring main or extend a radial cct what tests do i omitt then? do i need to do the complete set because someone has said you do not need to do a earth loop of PSC on the main incomer of the board?

sorry loads of questions but need to learn with all things i have.

Why would he omit insulation resistance on a periodic? Ask him, I'm interested.
On a periodic you'll encounter installations which you're not totally familiar with so can't be sure of what's connected to what. In this instance you're allowed to omit L-N insulation resistance testing due to potential damage to sensitive equipment. You should, however, connect phase to neutral and IR test between them to earth but note this in the limitations box after it's been agreed with the customer.

You're correct in what you say, a Minor Works Certificate doesn't request Ze or PFC though I always take the readings and note them somewhere on the sheet.

If you're adding a spur or extending a circuit then this work falls under a Minor Works Certificate.
Tests you need to do would be (in no particular order):

Visual inspection of the whole circuit
Check earthing / equipotential bonding / supplementary if applicable
R1+R2 (or R2)
Insulation resistance
Polarity
Earth fault loop impedance
RCD tests if applicable
