The classic passage from the Bible that answers this question is John 3:1-21. The Lord Jesus Christ is talking to Nicodemus, a prominent Pharisee and member of the Sanhedrin (the ruling body of the Jews). Nicodemus had come to Jesus at night with some questions...wikipedia
it fits that situation which where nicodemus wants to enter the kingdom of heaven...his choice
if you dont want to...then....you are born once as we all are till we come to that point in our lives...if ever...we do want to "enter"....this means conversion and needs several stages to take place in the individual...but its not compulsory....as i have said...i dont like the phase born again and just tend to observe conversion quite natural and beneficial...i dont need tags and labels...

i maintain then God isnt in the result...as he knows it...but the attitude and behaviour during the match whatever the result..

the multitudes were from many different countries and spoke different languages so...obviously they needed to be told in their languages...tongues..
