Thermostatic shower valve with different pressure feeds

I am in the process of fitting a recessed thermostatic shower valve.

The cold supply is mains pressure and the hot water is gravity fed.

The shower unit instructions indicate that were there is a difference in pressure i.e were hot pressure is between 0.1 to 1.5 bar and cold pressure is above 1.5 bar, I need to fit a flow limiter to the cold inlet.

(The flow limiter is supplied)

As a general rule should I be fitting the flow limiter in his instance.
