My little flat is starting to get on my nerves..

the lights dim every time the boiler starts up or the oven kicks in.

I'm guessing it's volt drop due to increased current demand leading me to think that the supply cable to my flat is a little undersized. ( looks about 10mm )..

If it is, can I get the DNO to replace it free as it is not suitable for it's intended use.. ?

or will this cost me a fortune to have put right?

i have the same problem when my boiler kick in , had scottish power out to check and wanted £5000 to upgrade supply from transformer ,100m away max.
i now use cfu's and led lighting and lighting works fine now and saves a few quid

It;s true about energy saving/compact fluoescent lamps, they are very tolerant of voltage fluctuations.

Also of course they last a long time and save money.

I got some rather attractive round ones (105mm I think) with a good colour of white from TLC at a good price. The cheaper "stick" ones don't look so good but are very cheap at the supermarket.
