Tile skirting questions

I am in the process of tiling my bathroom floor with slate. I removed the wooden skirting that was there already (looked cack) and was thing about using slate as skirting by cutting to correct size with wet saw. The wall is already tiled down to the position of the old skirting. What is the best way to do this type of skirting? Should I tile very close to the wall and place skirting tile above? Is it best to silicone the floor/skirting joint? How about the wall tile/skirting joint? Thanks in advance for your advice.

Tile to about 5mm from the wall (without the skirting) then sit the skirting on top with a 2mm gap between floor and skirt.Silicone between floor and skirt,and grout wall and skirt join.
