Tiling a Balcony

Hello Tiling Experts,

I am going to Tile my Balcony, (1.5m x 1.5m)it was leaking last week. It broke the plasterboard underneath, and found that the water has damaged the whole floor.
I found that the underlay is quite old and rotten, so better to do whole floor on from upto Joices. Its an outdoor balcony at first floor.

I have planned to lay a Plywood board, then a Thick Polythene sheet, and then i am going to do Cement floor before i lay tiles on top of that.

Questions:
Can i waterproof that Cement floor ? What shall i mix in the Sand Cement Mixture to make it waterproof.

Secondly, What is the Best Waterproof Tile Adhesive,? because, i dont wanna take any risk, that i do the floor and it will leak again.
