Tiling onto concrete

Hello,

After pulling up the carpet, underlay and vinyl tiles laid by the builders the bare concrete was showing signs of damp as i tested the floor with my cheep damp meter. (I believe the cause of the damp was due to the front door not being sealed round the frame which i have now .)

The floor isnt wet to touch.

How long should i leave the floor exposed before lay the new tiles?
