Tiling over previous thermoplastic tile adhesive.

I want to tile my kitchen floor, but on lifting the lino I find the concrete base is covered in the remains of the adhesive that held the previous covering of thermoplastic tiles. This is like a bituminous glue, black and in some places still sticky. I don't suppose I can tile over this.
Any advice on removal/neutralising it, please?
