Timer Spur Wiring Fro Heated Towel Rail

This is sending me potty!
I have one of these http://www.tlc-direct.co.uk/Technical/DataSheets/Smiths/FST11.pdf
it's meant to be turning a heated towel rail on and off, but I don't seem to be able to get the wiring correct.
I can get the power to the rail and I can see the timer going on and off, but the rail remains on all the time. I've of course tried the wires, in numerous places, but with no luck.

Any advice would be a god send.

The connections appear to be :-

Live supply in - 6
Neutral supply in - 5

Link terminals 2 & 3 together with a piece of wire the same gauge as the live feed wire (preferrably sleeved brown or red)

Live to load - 1
Neutral to load - 4

If you have been trying different combinations you may have damaged the timer.
