Toilet won’t flush

any ideas what this cistern is called? It won’t flush and I have little access and no idea how it works. It broke previously when the small water hose disconnected from the flush but it’s not that this time. The button works, there is pressure from it and there is water in the cistern. I raised something in the green part and it flushed by hand.
Should the small hose just hang in the water or does it connect to something? There is a small nipple on the green part but can’t get to it that well. If I can find the cistern name I was hoping to find some pics

Clearly it's a Thomas Dudley cistern, so I suggest you copy down all the part numbers (some shown on your photos, starting D...) then call Dudley.

It has a pneumatic flush whereby that pipe from the button fits into the flush valve and that's what activates the flush when the button is depressed.
