top plate on masonary wall

I need to strap down the top plate to a cavity masonary wall for a flat roof construction.
The walls are 3m long, how many straps should I use ?

Noseall published the answer here a couple of years back. I see no reason to disagree with his sage advice
 
I don't know why you are fitting a wall plate for a flat roof.

But anyway, its better to strap the joists, rather than the plate as its the roof which needs holding down

Use twisted straps max 2m spacing
 
I thought straping the joists down would make more sence as this would hold down the wall plate anyway, but when I spoke with the BI he said tie down the plates and screw/nail the joists to the plate.
