Torn felt underlay - how do you fix it?

We've just had a house surveyed prior to purchase, and surveyor has noted torn and decayed felt in a few places, though no water ingress.

Is it possible to patch the felt from the loft space?

Or do you have to get a roofer to pull up tiles, replace underlay and re-tile?

If so, are we looking at a huge amount of money? I fear this could be a deal-breaker!

Depending on where the split is, it may be possible to put a piece of felt internally, and slide it into the lap of the lower layer of felt and tack it to a timber nailed between the rafters above the split.

Or use flashband and the tin of bonding adhesive for a good seal

But felt can be ripped for years and no water gets in. Its not really a deal breaker
