Because it is an amber light that inicates a mid level warning rather than a high level red light other than that it is simular to the logo I used in my pump repair company, but I am guessing to what on your Toyota.

I agree with a fan or a pump failure issue. Try plugging in a diagnostic unit, see if that produces a code you can track down.
