is it an actual amount by trial fitting or expected amount??
does it need full length or just pinch points??
probably need at least 6mm to stop it skipping out unless you have circular saw and track or strait edge to run along to reduce skipping out
off course the next question would be "what tools do you have" keeping in mind the likly answer will be a handsaw/jigsaw/other basic tools as anyone with a router would tend to know the answer without asking
as an aside worktop cutters are few and far between for 1/4 inch routers and would normally be dangerous or overloaded on a 1/4" shank but ideal up to 6mm shaves
with only 3mm to try and trim it will be almost impossible as the bottom off the blade will almost 100% defect off the surface and just skim across
my suggestion it aim the jigsaw at a minimum say 20 degrees in to the face and cut in till all teeth are a minimum 1.5mm into the surface then work round toward to a strait run at 6mm off line as this will give at least 4 or 5mm off timber [chipboard]on the open side off the blade otherwise as i said abouve it probably wont work
if you can only remove 3mm then you need to add timber to the open face to hold the face timber [or chipboard crumbs]you are cutting off to guide the blade
you will need a batton screwed on the open face at at least 3 points with an entry point for the jigsaw blade formed off a slot or drill hole that needs to be covered by the hob
then as you jigsaw remove screws and replace as you go to allow the blade to pass
I'd be using a 1/4 router, clamp a straight edge and do multiple passes.
If you haven't got the expensive carpentry tools, then you use a sharp blade to score and remove the laminate, then get a new sharp panel saw, 11tpi and carefully cut away the 6mm.
Might be doable with the jiggy if you go very slowly.
