The agents didn't attack the victim for carrying a gun. They attacked him because he tried to stop the agents beating an innocent woman. They only noticed the gun for the first time when they had him held immobile on the ground. They remove the gun and then they execute him

My point stands with the assumption in the states that people are armed and potentially dangerous
