Even in UK, following the end of WW2 there was an increase in gang warfare, as criminal gangs fought for supremacy, e.g. the Krays, the Richardsons, the Noonans. There was gang warfare in Glasgow also.
Where there is a vacuum, there will be fights for supremacy. It's a known sociological process, but conveniently ignored by withdrawing armies.

Of course. All he had to do was to stop funding Israel, and/or to threaten to not veto a UN security council resolution on Palestinian statehood.
