UFH and Tiling

I have currently got this plan for my floor, from bottom up -

flex adhesive 3mm
insulation board 10mm
heat mat 3.6mm
flex adhesive 1.5mm
tile 7mm

should i put a SLC over the heat mat? Thus giving me -

flex adhesive 3mm
insulation board 10mm
heat mat 3.6mm
SLC 2mm
flex adhesive 1.5mm
tile 7mm

Given i have 30mm at absolute most to raise the floor by what is the best solution?

PS can i spur off a kitchen plug socket (ring main) to FCU 13a, RCD is installed. its 150w per sqm an i'm instslling around 5sqm.
