They do not like the population to aspire to a freer or more comfortable life outside the empire. The rich are permitted to live in international luxury as long as they toe the line. Russia colonises its neighbours when the opportunity arises. These can be used as buffers to keep true Russians away from the outside world, and also to give true Russians a sense of superiority over the second-class citizens of the vassal states.
