Generally, a country will never outright “refuse” to take back its citizen in a diplomatic communication, it will just not issue or be very slow to issue travel documents. I think this is under the Geneva convention or Vienna convention.

Well I cant say with any conviction, I am not a plotician or an immigration lawyer. But I do know that under one of those conventions that a country is not allowed to refuse the taking back of either asylum seekers or immigrants.
