Under floor cable not getting hot

Heating cable.has been on 2 hours
Not heat through floor ?
Removed laminate and underlay screed is cold
Continuity ok
Resistance spot on label
Earth test
Any ideas

Thermostat, there are two sensors on the thermostat, one in air and one in floor, is the floor one connected.
