Update on my opening post:

Tested both immersion heaters by allowing hot water to run out and then just used one immersion to reheat and both passed this test.

Now running both immersions 24 hours a day at almost max temperature. This has given us some more water so two adults can now have good showers and the tank just manages this. Not worked out how much more this will cost us in electricity bills yet.

As the system is only a couple of years old we have decided to keep it as it is until our little one is older and starts to use hot water at the same time as us. We will then have to upgrade but at least we can put off the expense for now.
