underfloor heating frost protection

What temp should it be set at? It's a conservatory

Currently set at 14 and the heating came on last night - seems like a waste of energy, as water does not freeze at that temp!

Or would the water in the under floor pipes be considerably colder than the thermostat measuring the air in the conservatory?

water underfloor will be cooler, but not as cool as outside as heat leaks from the room into the ground underneath. Put a thermocouple lead into the ground just outside the external wall and about 250mm down, monitor that temp and the cold weather comes and you can then look at the margin you want to keep.
