while replacing a radiator i have found an underfloor junction box the old style
Can this be replaced with a Ashley J803 Maintenance Free Junction Box 32A
to make it maintenance free?

Yes, it could be - but there is no compulsion to bring an existing installation up to current standards. There are still millions of those 'old style' junction boxes out there.

It can be (providing the junction box is not a 4 terminal for lighting, then you would want a J804), but it can also be left or you could go the whole hog and replace the cable and remove the junction altogether.
