Understairs cupboard

My daughter has a house approx 8 years old. The builders built a standard type cupboard under the stairs, but boxed it horizontally quite low. She cannot get an ironing board in.

After removing a sight hole, I removed the boxing. It feels more dense than normal plasterboard, which got me thinking. Would the board be heat resistant, and is it a requirement?

It is only two storeys, so one staircase.

IF HR is required, I recall that a double board would provide the fire resistance timescale. Is that actually acceptable?

Its fire resistance not heat, nothing is usually required in most circumstances to the soffit of the stairs, is the cupboard entered from the hallway and do you have escape windows to the first floor bedrooms? Just to make sure there is not the possibility of a protected stairwell.
 
Yes it is a hallway. Openable Windows in all upper rooms.
