Understanding room thermostats, saving on heating

Just thinking about this - I have two heated towel rail type radiators, in bathrooms - would that not suffice to solve the problem of the boiler needing to pump its heat somewhere?
 
always ensure one radiator, is set to maximum, unless your system has a bypass
The point is there should be a by-pass valve.
installation manual said:
The boiler is equipped with an internal by-pass.
The internal bypass is not intended to be a substitute for an external system bypass.
An external automatic bypass should be used if the system flow can be significantly adjusted or stopped by zone valves and thermostatic radiator valves (TRV).
Ups, missed that, but clearly there is a bypass valve, but there should have been an external one as well.
You really aren't. Never mind a workaround, get it fixed properly.
Spot on, installer should sort it out.
