Unused old storage heater switch

Hi there after wallpapering mums wall I took 2 storage heaters off and they had old illuminated switches in place. Using voltage pen I put terminal blocks on before papering and one was completely dead and isolated but the other was showing voltage on the pen. So one has had a blank plate on then one was getting a socket fitted today. I fitted the socket and then checked with my test plug but was not testing ok the ones that tell you live neutral etc ok, was not showing any power. So I got the meter out and found 0.4v between live and earth, I’m not sure why any ideas, it will have a terminal block and blank plate on next visit just trying to figure out why tiny voltage there still
 
The voltage line to earth likely inductive or capacitive linking.

You can't test if isolated with a volt pen, or any non or single contact tester, it need a non battery powered tester and proving unit. OK I have only on one job gone to those levels, but even with my non contact tester which shows 4 levels, I would not trust it.
 
Are there two separate supplies?

One will be off-peak and live only during the reduced period.

The other will be on all the time to supply a fan
