There have been scathing analyses in the Telegraph and Guardian. It is utterly absurd. Say a very poor country only exports a basic product, such as fruit, to the USA. And because it is a poor country, it can't afford to import any US goods. Such a country would now be hit with the highest level of tariffs by the USA. So the poorest countries get hit hardest.
