First time iv installed this panel with keypad

Powered up power led flashing and tamper light constantly on.
Disconnected backup battery on panel now the power led constantly on and so is the tamper light.

Removed global tamper link in panel and linked tamper terminals out still tamper light on. I also removed tamper from the bell still no joy.

Im baffled any ideas please.

Is it a battery backup issue when power led flashes strange because its a new battery unless iv missed something

So you have bell tamp linked out to 0volts and global tamper linked out ? Yes ... Have you changed any settings in misc 03 ?
 
cant say i have changed any settings in misc 3

what should the settings be in misc 3?

Correct battery voltage is no guarantee that the battery has the necessary current to do its job.

Faulty new batts. are rare, but do exist.
 
Can you get the system into engineering?

Default engineers code 1234.

1234 program 19 (takes you to latching walk test).

the panel should be beeping 9 times for tamper and 10 for a power fault.

press the omit key and the number displayed relates to the tampers.

1 - bell box or global tamper circuit (very common, link C and D on panel Tamp to zero volts, and link out global tamper circuit, does the tamper clear).

2 - power fault (if you have a power fault flashing power light and 10 beeps)
power can be due to:-
Misc 03 option 1 should be off for 50Hz mains on for 60Hz mains,
battery fault - disconnect battery as no battery on system then the battery is not monitored, if no battery and the system isnt powered up, mains issue or fuse issue

3 - lid tamper (panel lid or keypad lid, most common along with )

4 - Line Monitor (unlikely)

5 - keypad off line (if keypad has been lost, but with one keypad you wouldnt have accesss to the panel anyway).

6 - Code Pin Tamper

7 - PA

8 - EOL tamper (only if misc 03, option 2 and or 3 enabled)

This is the easy way to find out where the tamper is coming from.
 
UPDATE:

All sorted the problem was in the bell box

had to link out stmp and 0v in the bell box terminals.

all singing and dancing
