Vinyl Emulsion not sticking to new Plastered Ceiling

Recently had my Bathroom ceiling re-plastered for a new suite and tiles etc.

Used a 75% vinyl emulsion/25% water sealing mix. But in one small area it will not adhere/soak into the new plaster.

Would it be best to sandpaper the area and use an undercoat to seal the area, then re-emulsion when dry.

Or what other advice would you give ??

Can I use an oil based primer/undercoat over this, if not.

How can I sort the problem if a primer/undercoat is not the answer.
 
Sandpaper the bad area and re mist it.
Was it vinyl Matt or silk? Silk is not good for a mist coat and although vinyl Matt will work I'd always advise misting with a contract Matt. What is the finished coat going to be? Bathroom paint?

I might be wrong with the Emulsion, might not being Vinyl.

The Emulsion is Dulux easycare bathroom. Which Dulux say it can be applied thinned to new plaster followed by 2 thick coats.
