can i wall paper over a wall thats painted with some sort of vinyl paint?

Yes.
It would be sensible to give a quick sand and then dust off, to remove any lumps that may have been in the paint, as these may show up through the paper.

thanks, i thought maybe the wall paper paste wouldnt soak in to it.
