This happens on the Sabre boilers (same boiler as the compact).
Cause is blocked pipe to Expansion vessel or burst primary heat exchanger.
If pressure rises when the boiler is off completely then it is a burst HE otherwise it is a blocked hose at the top of the divertor valve going to the EV.

Would concur with last poster. Final check would be to close cold water inlet to boiler and see if (during heating) pressure goes through the roof.
Fit PRV at your peril. If precautions are not taken, pressure can build up due to residual heat, hence need for EV to be fitted as well.
