Wacker plate, leaked oil from exciter

I've got this honda Wacker plate.
I think it's a rocwood 87cc 12".

I used it last night for over half an hour and when I switched it off I noticed some oil had leaked, probably from the exciter. Is this normal?

Also, when I took off the cover plate there was some kind of broken seal. When I looked on the manual online it doesn't seem to be listed so I don't know if it's needed?

In my (limited) experience, the bearing will have gone, causing the exiter shaft to mash up the seals.
