My top loaded (not side loaded) washing machine despite being level with all 4 feet short as can be still walks during spin cycles. The floor is laminate over laminate backing sheet. Am going to call the manufacturer get a call out to see what's wrong. What should I do first?

It's just because it's a hard floor. You could try something like a carpet tile cut to make 4 pads to go under the feet.
Also worth taking a panel off to see if shipping bolts "as suggested" are off & to check all springs are conected ok. The drum is usually suspended in the center of 4 large springs .
