Wallpaper Joint

I have wallpapered a wall in my house. I sized the wall properly . Pasted the paper then waited 10 mins and pasted it again. I then hug it and let it dry. One joint never stuck down 100%. I pulled it back abit and got aload of paste on the wall and at the back of the paper . it stuck down and looked ok. The next day the joint was not stuck again. The surface underneath is a painted wall with matt paint. All other joints are ok. The wall was not greasy or anything like that.

Any idea why this has happened and can I just use a stronger glue like boarder glue ?
