Wallpapering before laying floor?

I'm about to wallpaper the wall but should i wait until i lay the floor and renew the skirting?

It would be better if the skirts were fixed first and filled etc. You can of course paper first and fit skirts after and then caulk back to the paper but you need to be neat to do it properly.
