increasingly, people not savvy to the building trade are fooled into thinking that, if they apply for PLANNING PERMISSION and are subsequently informed that they don't need it, naively carry on with a project, only to realize ( too late) that they should have sought BUILDING REGULATIONS, normally under a BUILDINGS NOTICE.
