Oh OK. They're for network testing then.
I thought they were to be left there permanently.
Makes sense this way, they're obviously losing a lot of water and need to calculate how much of that is down to user vs supplier.

Mines just a wild guess put forward by the water companies who have based it on the known quantity they put into supply and the amount that the customers have been billed for.
