There is no problem in a B16 MCB wired in 2.5.sq.mm. cable, circuit feeding both a 13amp FCU for the Immersion AND a 3amp FCU for the towel rail - it is perfectly safe, as both are resistive loads, and 13 plus 3 amps equals 16amp, so the circuit safely complies with the load requirements, (zero diversity needed) and will work perfectly well.
