Water stopcock in 1938 house

I have been unable to find a water stopcock inside my mother's 1938-built house.She has lived there for 66 years and can only ever remember the water being turned off from the stopcock in the garden.A response to a question I asked in the electrical section leads me to ask if there is now a legal requirement for an internal stopcock.

And under the floorboards under the stairs!

I believe there is no statutory oblilgation for the water supplier to be able to isolate your house, so yes you really do need one.

My belief is based on reports that in some parts of London the pavement cocks are being concreted in!
