Waterflow despite turning off mains?

I'm in the process of replacing my toilet basin, and when I turned off the mains in the street outside, and opened the taps until they were empty, the cold water pipe kept producing water. In addition the loo kept refilling and had to be flushed to lessen the flow.

What does this mean?

You have to turn the outside Toby exactly 90 degrees...any more or less, and water will still flow. Its good to be watching a tap if you can when turning the thing.

It may be the cold taps and W.C. are tank fed. Does kitchen tap run dry quite quickly when you turn the water off outside?

Sounds like the stop valve is letting bye.

it may be stop tap not turning of correctly
or tank feed
or you may have an accumaltor in the house this looks like a cylinder but only
has one pipe connected to it, if it is it should have a shut off valve next to it

If you have drained the tank in the loft. and the toilet is still filling. Its mains fed. That means the isolating valve in the street is letting bye. Ie not working. Does not shut off the water fully.
