What is this bolt plug fixing (how to)

I have bought online a wall fixed cycle bracket that stores a cycle off the ground. The package came with this bolt and plug the like of which I have never seen before and have no idea how to use. Can anyone suggest? I have contacted the seller but they seem clueless.

Yep, its a sleeve anchor mate......the hole is accurately drilled to locate the thing, the nut tightened and the sleeve expands, locking it in place.
A good quality cement surface is best for these!

Thanks Burnerman, I see now. Its like those bolts used to fix fence supports into concrete.

Aye, the modern day Rawlbolt! They don't like soft blocks but hold well in hard concrete and brick.
Perhaps over the top a little for holding a bike!
