Hi All

Thanks for all replies i appreciate it

The pipe is not wet and when you rock the stop cock it moves the pipe so i know now its a main feed

My main concern is, is this a possible cause of damp due to it not being sealed and is it safe to seal it?

Here is a picture of underneath the sink, there are two stop cocks , one i think is for the outside tap directly on the outside wall?

saw one of these a few weeks ago , or very similar. the waste pipe from the sink had been piped into it and was indeed leading to the drains. your install could be different.
