What to seal inside of a window with

hi, first post here so I hope it's in the right place.

I have the seal around an internal side of a bathroom window coming apart, it's not silicon, looks like some kind of grout. My question is, as its falling apart, should I seal it with silicon or the grout type material that's already there.

This window was only fitted about two years ago and was done to such a low standard that there are a few parts of it falling apart.

Silicone seals all. Use a type with a mould inhibitor.
