If you carefully run a scraper down an unobtrusive seam, you should find that it will start to come off as a sheet.
If it does, then definitely not asbestos!

Just to add, if you do intend to remove, sometimes the paper is pasted directly onto the plasterboard ceiling, rather than the ceiling having a skim of plaster.
This can be problematic to remove, without destroying the plasterboard.
This is why I have been procrastinating over my papered ceiling!
