What's a reasonable charge for the quote for doing a small building repair?

The amount of times I have sent a quote only to receive an email back asking for the parts/model number of the items I am buying. I had one customer who asked me to list the order of works I was going to do. My reply was that I have given a price for the works that need to be completed.
