Dealing with a "competent person" scheme spark that is lazy with paperwork, notably Building Reg Compliance notification:

a) write a letter citing breach of contract and threatening reporting him to his provider

b) let provider deal with it (but if beyond provider's deadline (ie 3 or 4 weeks is customer stuffed anyway?)

Your aware that the registered scheme owner (not the Part P sparks) does the nod with the Council / LBCO

Could you eloborate / explain what you mean in more detail please.
 
Competent person schemes work by the sparks notifying his scheme provider NAPIT NICEIC etc who then notify the relevant building control and notify the client. B Regs compliance confirmation comes from scheme provider not the council.

How do you know that the competent person hasn't notified his scheme provider?

Could be that it's the scheme provider being lazy or slow.

Initial stroppy letters threatening breach of contract only serve to wind up people. Polite requests get far better attention and if needed in future will show yourself in a far better light rather than some barrack room lawyer.

Get your facts correct before threatening to take any action.

checked with provider few days back and they had no notification.

spoke to spark who said he does them in batches.

job now one month old and still no paper.

I am actually trying to be rational here. If I ring the provider again chances are they'll pursue the spark so he suffers anyway and I am not sure how this leaves me if he has breached his deadline.
This is why I was asking if a strong letter is better.

Polite reminder has not worked.
