What's the 'Strain' hole template for on celing rose?

Righto, so really it's supposed to be a label for the little hooks which a traditional hanging wire/lampshade whould support?

If you are putting up a different light fitting the old ceiling rose is usually removed and the existing wires fitted into connectors inside the base of the new light.

The strain point marked did have something fitted to that blank in some models of the rose but I can't remember what. I have only seen it once at a glance, but it was a piece of metal similar to the earth terminal.
