Which plugs for difficult plasterboard location?

I want to put up some lightweight venetian blinds on the inside of a window frame. I drilled through the top to insert a plasterboard fitting but found out that it's dot-and-dab onto the metal lintel. I have tried a few different plasterboard fittings but they're all too long.

It seems like complete overkill to drill 6 big holes and fit masonry plugs which could hold hundreds of KGs for a 0.5kg rail :confused:

I'm thinking of just using standard plugs... Can anyone recommend some that are quite short but still have a decent diameter and will grip onto plasterboard?
