You say it partially drains. Not sure what would be making the whirring sound but I'd suspect partial blockage or faulty pump.
Could be motor brushes are about to expire, if it drains then pump is ok.You could manually drain by lowerng the outlet hose into a bowl and see if it finishes cycle.
